I think your earlier comment is right on the money, they recognized that Gage's organization was building credibility so they sent Roberts over to work on that from the inside.

One of the first things he did was to get Gage to push nanothermite in every single article they wrote or speech they gave. Also remember that Jones showed up at the AE press conference spouting on and on about Judy Woods' earthquake weapons.
