It is important to bear in mind that LIHOP promoters know full well that the eventual goal is to invoke the impossibility of distinguishing between letting it happen on purpose and incompetently failing to prevent the "attacks". So while 911blogger tries to pull those somewhat in the know towards LIHOP, it is left to volunteer columnists like Dick Payne to encourage people to think in terms of incompetence.  Thereby forming a false dichotomy of which the preferred choice of most uninformed people will be the "less extreme" one, i.e. incompetence.
